Adding Volumes to control gravity

I am working on a map (hey aren't we all lol) and I need to create a way of controlling the gravity of an area. Once in UED2 it was a simple process now it is a pain in the a$$.

Simply adding a volume sounds simple but infact isn't so simple. What is a volume? Why can I not create one with my hardware brush?

I read bits about creating water (hey it is a volume and should have helped) but the bad advice given was just right click and add a volume. Right click what. I right click and there is no mention of volume anywhere under any option.

A tid bit of help would be nice.

All I want is an area I can control the gravity in.
