Hi I downloaded an unreal tournament skin maker. I made some skins, and then had the program compile and install them in the folder of the game. When i am in the game, I am not sure how to load the skins from the custom skin maker. Help on this subject would be greatly appreciated.

I cant say I've ever made a skin from scratch, but I have added skins I've downloaded. It usually involves putting a '.int' file in the UT system directory
and a '.utx' file in the UT texture directory. They then appear in the dropdown lists under player setup where you choose the standard skins. If this doesnt help you've gone beyond my knowledge limit.
