It seems like the router on your 8th hop at savvis.net was acting up. Maybe they were doing maintenance. Did you check with your ISP to find out whether or not that's their router? Or is Mindspring just providing the local access and leasing the pipe to the Internet through Savvis network? Either way, can't really do much about that, except record each instance and make your ISP credit you, assuming they are responsible for the performance of that router.

Didn't do either and the problem was resolved.
